ACB URGES BASLE COMMITTEE TO MODIFY CAPITAL FRAMEWORK

WASHINGTON, D.C. –America’s Community Bankers has urged the Basle Committee on Bank Supervision to modify its proposed international capital adequacy framework to take into account different approaches taken by U.S. risk-based capital requirements and the potential burden on smaller banks.

In a comment letter, ACB said its main concern is that, while the Basle capital proposal is aimed at the lending of large internationally active banks to major corporations and governments, U.S. banking regulators may apply those risk weights across the board, even though most domestic bank lending consists of mortgage and consumer loans.

ACB also urged the Basle Committee in its future deliberations to:

– Carefully consider the more flexible approach to capital charges for interest-rate risk or operational risk preferred by U.S. regulators.

– Avoid imposing a compliance burden on smaller institutions from a supervisory approach designed for more complex institutions.

– Exercise caution in requesting additional costly disclosures that may not be useful to investors or result in incorrect impressions about the bank within its customer base.
