AMERICA’S COMMUNITY BANKERS ELECTS BANKERS TO LEAD TRADE GROUP IN 2003

SAN FRANCISCO — America’s Community Bankers elected a slate of officers today to lead the national trade group in 2003. The elections and installation took place at ACB’s annual convention here.

D. Russell Taylor, a New Jersey community banker, is the new chairman of ACB. Taylor is president and CEO of Rahway Savings Institution, Rahway, N.J., a $392 million mutual savings association he has served since 1979. Taylor previously served as ACB’s first vice chairman.

Taylor succeeds Curtis L. Hage, who is chairman and CEO, Home Federal Bank, Sioux Falls, S.D. Hage becomes immediate past chairman.

William W. Zuppe, a Washington state community banker, who had been second vice chairman, becomes first vice chairman. Harry P. Doherty, a New York state community banker, joins the leadership team as second vice chairman.

Taylor has been a member of ACB’s board of directors since 1998, and is chairman of the Strategic Planning, Audit and Finance Committee, Personnel and Compensation, and Bylaws Committees and vice chairman of the Executive Committee.

He is a member of the Government Affairs Council, the Government Affairs Steering Committee, the Federal Home Loan Bank System Committee, the FHLBank System Task Force on Capital, the Privacy Working Group, the Mutual Institutions Committee, the Community Institutions Committee, the Electronic Banking and Technology Committee and COMPAC, ACB’s national political action committee.

Taylor is also a member of the New Jersey League of Community Bankers and a member of its Government Affairs Council and Legislative and Regulatory Committee. He is currently a director and former president of The Rahway Senior Housing Corporation and a director and former vice president of the Rahway Geriatric Center.

Zuppe is president and COO of Sterling Savings Bank, Spokane, Wash., a $3.2 billion stock institution, and its holding company, Sterling Financial Corp. Prior to co-founding Sterling Savings in 1981, he was vice president of Old National Bancorporation, Spokane.

Zuppe has been a member of ACB’s board of directors since 1996 and a member of the board of ACB Partners, Inc., ACB’s for-profit subsidiary. He currently serves as vice chairman of the Strategic Planning, Audit and Finance, and Personnel and Compensation Committees.

He has also been active as a member of the Government Affairs Council, the FHLBank System Committee, the GSE Policy Development Task Force, the Privacy Working Group, the Bylaws Committee and COMPAC.

Zuppe has served as a member of the Federal Reserve’s Thrift Institutions Advisory Council and as chairman and a board member of the Washington Financial League.

Active in his community, Zuppe is a past campaign chairman of the United Way and a trustee of the Washington State University Foundation.

Doherty is chairman and CEO, SI Bank & Trust, a $6.5 billion stock institution in Staten Island, N.Y. He joined the bank in 1966.

He has been a member of ACB’s board of directors since 1997. He serves on the following ACB committees and groups: Government Affairs Council, Government Affairs Steering, Bylaws, Electronic Banking and Technology, Personnel and Compensation, Privacy Working Group and Strategic Planning.

He is a former chairman and current board member of the Community Bankers Association of New York State, president and board member of Institutional Investors Mutual Funds, Inc., and a board member of MSB Fund and Savings Bank Life Insurance.

Doherty serves as chairman of SI Bank & Trust Foundation, and is a member of the Audit/Compliance Committee of St. Vincent’s Catholic Medical Centers of New York. He is a board member of the CSI Board of Advisers/Office of Continuing Education and Business Development and is a former treasurer and current board member of CSI Foundation.
