ACB EXPANDS FINANCIAL MANAGEMENT AND TECHNOLOGY SERVICES, NAMES MAJOR CONSULTING FIRM ADVISER TO STAFF

WASHINGTON, D.C. — America’s Community Bankers has expanded its ability to provide financial management and technology information and expertise to community bank members and has named an adviser from a major consulting firm to manage the effort.

As director of financial and technology policy, Joseph B. Blalock will head the new section reporting to Robert R. Davis, managing director of ACB’s Government Relations Department. In addition to financial risk management and technology issues, the unit will also provide advocacy and advice on accounting and tax issues.

“These are critical areas community bankers have told us that ACB can play an important role with information, advocacy and advice,” said ACB President and CEO Diane M. Casey. “We’re responding to that need to help our members remain competitive and on the cutting edge of financial and technological change.”

From 1987 to 1992, Blalock was a financial analyst at the Federal Savings and Loan Insurance Corporation and the Resolution Trust Corporation. He was a senior financial economist for America’s Community Bankers from 1992 to 1996. Thereafter, he joined PriceWaterhouse-Coopers, where he managed or served as principal consultant on consulting assignments with banks, mortgage companies, public sector financial institutions and regulatory agencies.

Blalock was on assignment to the U.S. Treasury Department in 1999 as a bank reform adviser in Kiev, Ukraine, where he advised high-level government officials on addressing financial sector issues.

He rejoined PriceWaterhouseCoopers’ financial risk management group in New York, advising bank and securities clients on financial risk management, performance measurement and shareholder value issues. At ACB, he will provide many of the same services to community bank members.

Other members of the new unit, who are already employed by ACB, include Steve Davidson, senior financial economist, and Rob Drozdowski, regulatory specialist for technology, electronic banking and payment systems.
